President Trump’s announced deal with Mexico over the southern border migrant crisis is messy, and according to at least one official, non-existent.

Mexican Foreign Secretary Marcelo Ebrard told the Washington Post that “no secret deal” was in the works on disagreements between what Trump wanted and what Mexico agreed to in talks. Many had thought Trump’s tweets announcing the deal meant Mexico was agreeing to become a “safe third country,” for migrants seeking asylum in the U.S. That would make it harder for asylum-seekers to claim refuge here if they pass through Mexico.

A senior administration official said that Mexico was open to the idea. But a safe third country agreement would need to be approved by Mexican lawmakers.

Trump’s tweets came amid questions about how much of the deal was actually new. Mexico’s agreements to deploy its new national guard to the country’s southern border with Guatemala and to expand a program to receive some asylum seekers as they wait out their cases — were already in the works.
