The Marin Municipal Water District is looking to raise water rates July 1 and again in 2018, an increase of 14 percent. The increase will raise annual rates by $35 for the average water user this year and $49 next year — an $84 hike over the two years, utility officials said. That average user now pays $660 for water annually, so the average annual rate would hit $744 by 2018.
