This page provides materials presented at community meetings held in March 2019. The presentation summarizes the proposed 2019 3-Year Paving Plan Workplan. It provides policy background and prioritization principles for how the workplan was developed. The map reflects the proposed paving workplan for major and local streets over the next three years.
A quarter of the proposed funding ($25M) is prioritized for major streets. Major streets are defined as arterial streets like E 14th Street or Martin Luther King Jr Way. Oakland's major streets are currently in good condition on average. This funding proposal would maintain this average condition. Major streets were identified for the 3-Year Workplan based on street condition and traffic safety history.
The majority of funds ($75M) are prioritized for local streets. Local streets are defined as neighborhood streets and collectors that support local traffic on their way to major streets.More than half of Oakland's local streets are in poor condition. This funding proposal would improve the average condition of local streets. Local streets funding is based on street condition and equity factors within planning areas. Local streets were identified for the 3-Year Workplan based on street condition and proximity to schools. First, the worst streets next to schools were selected. Then, streets were added in order of worst pavement condition until the budget target was met.
There are many streets in Oakland that are in need of repaving. While not every street can be repaved in 3 years, this proposed workplan would triple the annual paving output. The proposed workplan also prioritized streets using factors of equity, safety, and asset condition, reflecting Council-adopted prioritization factors.
